The reason tech giants were able to dominate the web was because of a lack of technical education. Making websites is not that difficult, it's a lot easier than it used to be, but there's an initial steep learning curve and a few confusing obstacles that prevent most people from getting started.
There are options like WordPress.com and Wix, both of which allow you to make a website for free, but they have limitations and by default feel very bland and corporate (as opposed to this website, which is bland but in, like, a punk way).
